split(#63)/4: CI dual-lane smoke (no-think + thinking)

Summary

Stack 4/5 from #63 (base: load hygiene stack).

Dual-lane simple-math smoke:

Thinking lane must not use tiny max_tokens (this stack’s floor raises low explicit budgets).

Not in this PR

• ChatSession / EOS → mainline fix(chat): multi-turn ChatSession re-prefill + EOS merge (from #64) #70
• stop / floor policy retarget → fix(server): stop sequences, thinking floor, role:tool 400 (from #65) #71 (nullopt-only floor on main)
• load hygiene → fix(load): ROCm load hygiene — MTP head skip, quant fuse, GDN (from #66) #72

CI note

No-think green on last run. Thinking lane: ROCm green; ubuntu-cpu / macos-arm64 thinking were red (timeout/OOM class) — product/CI reliability, not this docs pass.

Merge policy

• Human merge only when lanes acceptable
• Do not self-merge

• Dual-lane yml comments shortened (no narrative fluff)
• Floor: raise missing/low (this stack); probe expects 64 → 4096
• thinking_budget.h / server log wording lean

No behavior change. Thinking CPU/mac failures still need product attention. Will not self-merge.

What changed vs this stack PR

• No re-land of raise-low thinking floor (fix(server): stop sequences, thinking floor, role:tool 400 (from #65) #71 nullopt-only stays)
• Dual-lane smoke adapted onto main workflows
• CPU/mac thinking budgets 512 (ROCm 4096) for prior OOM/timeout class fails
• No HTTP floor-probe hard gate (chat max_tokens defaults to 4096 when omitted)

Please review/land #73. This stacked #67 can be closed when #73 is accepted.
