fix(eve): workflow lifecycle - replace polling with acknowledgements

Summary

Subagent/task startup, session reset, and task cancellation repeatedly read hooks or run status, adding latency. Workflows now arbitrate ownership with getConflict and publish durable ownership and cleanup acknowledgements; callers consume those signals or streamed task updates with bounded timeouts. Task readiness commands send once after startup is acknowledged. Older pinned session drivers lack the cleanup acknowledgement, so reset can retire them yet return a timeout; the docs and changeset explain that limitation.

Part 3 of 3, based on #3044. #3043 is merged; merge #3044 before this PR.

Validation

• pnpm fmt, pnpm lint, pnpm guard:invariants, pnpm docs:check, and pnpm typecheck passed; all 43 workspace build/typecheck tasks passed after restacking.
• pnpm test:unit: 8,058 eve tests passed, one skipped, and the two existing macOS config-path assertions failed in src/cli/telemetry/preference.test.ts. Coverage includes duplicate starts returning the winning run ID, single stream subscriptions, deadlines, and withholding cleanup acknowledgement when hook disposal fails.
• pnpm --filter eve exec vitest run --config vitest.integration.config.ts src/execution/session-reset.integration.test.ts src/execution/workflow-ownership.integration.test.ts src/execution/tools/workflow/workflow-tool-run.integration.test.ts src/execution/tools/subagent/invoke-step.integration.test.ts: 14 tests passed, including concurrent ownership claims and immediate continuation reuse after reset.
• Enabled the deterministic channel-reset fixture for hosted-world CI coverage. E2E runs only in CI and was not run locally.
