Summary

Channel ownership checks and inbox polling only need a hook's run ID, but getHookByToken() also decrypts metadata and can fetch the target deployment's encryption key. Add getRawHookByToken() to the runtime wrapper and use it at those five sites, preserving ownership checks, retry behavior, and legacy inbox classification. The helper documents that it skips metadata hydration and excludes metadata from its return type. This is the first of three stacked PRs reducing hook-read latency; consumer wire negotiation remains unchanged here. Related to #1765.

Validation

pnpm --filter eve exec vitest run --config vitest.unit.config.ts src/execution/workflow-runtime.test.ts src/execution/wire/session-inbox-resume.test.ts src/execution/continuation-conflict-step.test.ts — 66 tests passed.
pnpm fmt, pnpm lint, pnpm guard:invariants, and pnpm typecheck — passed. Unrelated formatting output was excluded.
pnpm test:unit — 8,025 eve tests passed, one skipped, and two untouched telemetry-preference tests failed on macOS: they expect Linux XDG paths but receive Library/Preferences/eve. Other workspace unit suites passed.
In-memory probes against the installed Workflow SDK confirmed that raw ownership reads do not resolve encryption keys, while hydrated hook reads do.
After extracting the helper, the 66 focused tests and pnpm --filter eve exec tsc --noEmit passed again. The restacked tip passed all 235 focused tests across 10 relevant files.
Prior revision's CI: the hosted task fixture passed 18 of 19 evals; task.parent.wake.emitted-ready.conditional-delivery failed because its session stream closed before a turn boundary. The cause is not established. See the failed job.

Stack: #3043 → #3044 → #3045 (merge in that order).
