This PR localizes a single package
about.Based off the work originally done in #1210, I've since realized that said PR is far too large and unwieldy to test, let alone understand.
So hopefully by doing this package by package it makes it possible for people to take a solid look at.
All conventions for naming have been taken from my referenced PR.
