Fix jQuery target element for tooltip to work correctly in AbstractNameValueHeader/rowHeader.jelly

Problem

• The original jQuery snippet was searching for an element with an ID pattern build-parameters-trigger-.... However, this ID was missing from the DOM, causing the functionality to break.

Solution

• Rename the target element to #build-parameters-... which is the ID of the container in the build-card body that displays the build parameters. This is more intuitive as it will show a tooltip for params when hovering over params vs hovering over the title/header.
