Summary

Port of #608 to v0.3. On Android the Kokoro download bar felt jerky, paused, jumped to 100%, then sat at "360 of 362 files" without finishing.

Cause: the published Kokoro manifest lists its two big files (model.onnx 114 MB, voices.bin 54 MB) last. With 6 transfer slots, they downloaded almost alone after the small files. The v0.3 shared installer core then re-read and hashed them with no progress shown, so the bar sat at 100%.

Changes (at the v0.3 owners)

• Largest files first: installModelPackWithHost (packages/voice-modelpacks) sorts files by size before the workers take them. This covers every host: the Expo native host and the daemon host.
• Verifying phase: ModelPackCoreProgress gains verified. It is reported through onFileProgress's second argument and counts kept bytes rehashed on a range resume. downloadProgress parses it as verifiedBytes. When every byte has arrived but files are still being checked, the model row shows Verifying with verified bytes and files, plus an accessibility label. The strings are in every locale.
• Smoother bar: MeterBar now glides linearly over durationMs.slow, so throttled progress reports blend into one motion. The bar is keyed by phase, so it doesn't glide backward from 100% when verification starts.

Validation

• packages/voice-modelpacks tests: 163/163 pass. They include new tests for verification progress and largest-first scheduling, both RED before the change.
• UI tests pass: the new modelPackTransferRows.test.tsx (Verifying detail), downloadProgress.spec.ts, and the MeterBar tests.
• Not run locally: the package and apps/ui typechecks. The machine's job runner never admitted them: it needs about 20 GB free and only about 14 GB was available. CI is the typecheck gate for this PR. The heavy LocalNeuralTtsSettings/useLocalNeuralModelPackState native specs timed out locally without a result.
• Not tested on a device.

• Native Kokoro preparation now forwards the canonical installer progress object, so verified, filesDone, and filesTotal reach the shared settings row. This addresses the Greptile finding.
• When the shared installer rejects existing scratch bytes, it withdraws that file's transferred and checked-byte contributions before redownloading. Healthy retained-prefix retries keep their existing monotonic progress.
• Added regressions through the real native prepare/installer path and corrupt-scratch recovery, strengthened verification parsing coverage, and updated the development-only documentation.

Against matching source in the current 0.3 checkout, the native preparation suite passes (21 tests), the other affected model-pack/settings/progress checks pass, and the shared package typecheck passes. Broader validation remains open: the full package suite is waiting for workspace preparation; the UI typecheck and documentation check reported failures outside this change, and the final UI recheck is pending. Exact fork-checkout execution is blocked by dependency admission. Android device QA has not run.

The previous CI gate failed while validating the untouched happier.app-context plugin's daemon entry/output-directory ownership; this commit does not alter plugin packaging. Current-head CI still needs to establish the PR result.

The ignored-Range finding is confirmed. The strengthened existing regression failed with {loaded: 4, verified: 2} after discarding a two-byte prefix, where verification must restart at zero. The shared installer now distinguishes whole-file rejection from verification restart. Resetting both counters here would lose the native host's already-completed transfer progress, so the corrected result is {loaded: 4, verified: 0} before hashing the replacement. This remains one private accounting owner; no host or public API was added.

Also changed the Spanish label to “Verificación:” while preserving byte and file counts. Thanks for identifying both issues.

Validation against matching current 0.3 source: the full shared model-pack package suite passed (165 tests across 10 files), including the corrected Range regression, retry/cancellation and invalid-prefix paths; the package typecheck passed. Earlier native preparation and affected UI checks remain applicable. All accepted changes are represented in the local 0.3 line as well.

Remaining limits: the broad UI typecheck reports unrelated errors, the documentation check reports two unrelated stale generated plugin pages, and native device QA was unavailable. Exact detached-fork execution was blocked by dependency admission; the package checks above ran against the matching implementation in the current development checkout. The net PR change against the integrated v0.3 base is now only installerCore.ts: invalid files withdraw both counters; an ignored Range restarts verification while preserving transferred bytes. CI run 39417959118, attempt 1 finished with Windows installer smoke passing, but shared preparation failed before the selected tests/compiler could run. The aggregate Gate failure is a consequence of that preparation failure.

The workflow/postinstall/PDF paths are unchanged by this PR. The file is also absent at the latest inspected upstream tip 83847eb, so this is a deterministic upstream prerequisite failure rather than a safe transient retry.

The shared model-pack package remains unchanged from the implementation that passed all 165 tests and package typecheck. CI is still blocked: correct the upstream PDF source/build prerequisite, integrate that correction, and run CI on the new integration head. Repeating this frozen failing merge would not validate the correction. I have not folded an unrelated PDF implementation into this model-pack PR or merged the PR.
