ci: add PR quality, security and build checks - #400
Tests workflow (existing jobs): PHPUnit now also runs composer validate --strict; Frontend lint and tests now uses .nvmrc and runs the production build pnpm prod.
No workflow-level paths filters, so required checks report on every PR.
Advisory
zizmor (advisory): findings as annotations and in the job summary, never fails; SARIF uploaded to code scanning on push to main only.
Container build (container.yml): buildah build with the release Dockerfile, no push, plus a non-blocking Trivy image scan. Expected to fail until builder-latest / runtime-latest point at the Wolfi base images (they still are the legacy Alpine/nginx images); it verifies the application layer only.
PHPUnit coverage (no external service): pcov + Cobertura; total in the job summary, HTML report as the coverage-report artifact. On PRs: patch coverage via diff-cover (no threshold yet) and Coverage delta vs the PR base commit. The baseline is the coverage-main artifact recorded on push to main for exactly that commit; if it is missing or expired, Coverage baseline computes it from the base commit in a parallel job. Never fails; PHPUnit stays the only required job.
PHP_CodeSniffer (advisory): changed files only on PRs, warning annotations via cs2pr; baseline summary on main (current baseline: 422 errors / 290 warnings in 139 files, errors auto-fixable by phpcbf).
Scheduled
OpenSSF Scorecard (scorecard.yml): push to main, weekly, manual.
Image scan (image-scan.yml): weekly Trivy scan of ghcr.io/cattr-app/server:latest and server-runtime:runtime-latest, SARIF to code scanning.
Hardening
All actions pinned to commit SHAs (version in a comment), tool images pinned by digest. Trivy runs from the official aquasec/trivy image by digest instead of trivy-action (tag hijack, GHSA-69fq-xp46-6x23).
release.yml: write permissions moved from workflow level to the publishing jobs; harden-runner in audit mode on release-metadata and application (not supported for the container: job runtime-images); hashFiles() passed via env; ghcr.io/wolfi-dev/sdk pinned by the digest used for v4.0.1 (apko v1.4.12, melange v0.63.0), so base-image tags stay unchanged. What is built and published is unchanged.
release-check.yml: release-only actionlint step removed (covered by PR checks).
Dependabot: github-actions added (7-day cooldown); docker entry removed — it never produced updates because the Dockerfile uses ARG-parameterised FROM.
Baseline ignores
.hadolint.yaml (DL3064) and .trivyignore.yaml (path-scoped DS-0031 and Helm KSV rules) cover findings that already exist on main; each has a reason. They should be removed as the Dockerfile placeholder credentials and Helm securityContext are fixed.
Local verification
actionlint 1.7.12: 0 findings on all workflows.
Hadolint, Trivy config: pass on this branch with the ignores.
zizmor 1.31.1: no new findings; remaining baseline is cla.yml (@v1 reusable workflows, pull_request_target) and cooldown on the npm/composer Dependabot entries.
- pr-checks.yml: required Dependency Review, actionlint (all workflows),
Hadolint, Trivy config (misconfig only) jobs, plus advisory zizmor with
SARIF upload on push to main.
- container.yml: advisory buildah build of the app image (no push) and a
non-blocking Trivy vulnerability scan reported in the job summary.
- scorecard.yml: OpenSSF Scorecard on main, weekly and on demand.
- image-scan.yml: weekly Trivy scan of the published server and runtime
images with SARIF upload.
- release-check.yml: drop the release-only actionlint step (now covered by
pr-checks) and pin checkout by SHA.
- .hadolint.yaml / .trivyignore.yaml: documented baseline ignores for
pre-existing findings on main.
Trivy runs from the official aquasec/trivy image pinned by digest rather
than trivy-action (tag hijack, GHSA-69fq-xp46-6x23).

tests.yml:
- frontend: use .nvmrc, setup-node v7.1.0, add `pnpm prod` build step
- PHPUnit: `composer validate --strict`, pcov coverage with Clover output,
advisory Codecov upload (never fails the job)
- new advisory PHP_CodeSniffer job: changed files only on PRs, reported
as warning annotations via cs2pr; baseline summary on main
pages.yml / release.yml: pin all actions to commit SHAs (same versions
the moving tags resolve to today); pin ghcr.io/wolfi-dev/sdk by the
digest used for v4.0.1 so base-image tags stay unchanged.
release.yml: grant packages/id-token/attestations write only to the
publishing jobs, contents: read elsewhere; add harden-runner in audit
mode to the non-container jobs; pass hashFiles() results via env.
dependabot.yml: add github-actions updates with a 7-day cooldown; drop
the docker entry, which cannot parse the ARG-parameterised FROM lines.
codecov.yml: project and patch statuses informational for now.

Walkthrough
This PR adds CI validation, coverage reporting, container scanning, and scheduled security analysis. It also updates release workflow permissions, pins action references, and changes Dependabot’s update schedule.
A new workflow runs dependency review, actionlint, Hadolint, Trivy misconfiguration scanning, and zizmor auditing. Hadolint and Trivy configuration files support these checks.
Test coverage reporting and comparison .github/scripts/coverage.py, .github/workflows/tests.yml
The test workflow generates PHPUnit coverage reports, stores main-branch baseline data, finds or computes the PR base baseline, and reports coverage differences. The script validates and compares coverage counts.
PHP style and frontend checks .github/workflows/tests.yml
The workflow adds advisory PHPCS reporting for repository files or changed eligible PHP files. It reads the Node.js version from .nvmrc and runs pnpm prod after JavaScript tests.
Container image build and vulnerability scans .github/workflows/container.yml, .github/workflows/image-scan.yml
One workflow builds a server image, exports an OCI archive, and scans it with Trivy. A scheduled workflow scans published server and server-runtime images and uploads SARIF reports.
Release workflow permissions and pinned actions .github/workflows/release.yml, .github/workflows/release-check.yml, .github/workflows/pages.yml, .github/dependabot.yml
The release workflow scopes publishing permissions to jobs, adds hardened-runner steps, pins actions and the SDK image, and passes precomputed build hashes through environment variables. Release checks gain a timeout and pinned checkout. Pages actions are pinned, Dependabot is configured for weekly GitHub Actions updates, and release-workflow linting is removed.
A new workflow runs Scorecard analysis for the default branch on pushes, weekly, or by manual dispatch. It publishes SARIF and uploads a five-day artifact.
The new security checks can miss future Dockerfile credentials; narrow the baseline exceptions before merging.

Explanation
The title "ci: add PR quality, security and build checks" matches the main change. The PR adds PR-check workflows for dependency review, actionlint, Hadolint, Trivy config scanning, and a frontend build, plus security and build workflows (container, image scan, scorecard, zizmor). It also pins actions and hardens release permissions, which the title does not mention. The title is concise, uses the conventional commit prefix, and is specific enough for a teammate scanning history to identify the primary change.

include unknown alongside runtime and development, so high-severity

remove the placeholder defaults that triggered it, or scope any necessary
exceptions only to the existing instructions. Ensure future sensitive ARG or ENV
instructions remain subject to credential detection.

Export the image as an OCI layout directory instead of an OCI archive
tar, since Trivy cannot read the archive via --input. Also add the
unknown scope to the dependency review fail-on-scopes list.

Drop the Codecov upload and codecov.yml. Coverage stays advisory and
needs no external service or secret, so it also works for fork PRs:
- PHPUnit writes Cobertura (single machine-readable report) and HTML;
the total line coverage goes to the job summary and the reports are
uploaded as the coverage-report artifact (7 days).
- Pull requests get patch coverage from diff-cover 10.6.0 against the
merge commit's first parent (no threshold yet).
- Pushes to main record the total as the coverage-main artifact (90 days).
- Pull requests compare against the PR base commit: the coverage-main
artifact for exactly that commit if one exists, otherwise a baseline
computed from the base commit in a separate job, so the PHPUnit job is
not slowed down. Missing baselines are reported, never fatal.
Parsing and comparison live in .github/scripts/coverage.py.

Once the chart requires cattr.appKey / cattr.reverbAppSecret (#401),
Trivy cannot render it and silently skips the Helm templates.
