zDNN z/OS port: zDNNport #1233

Port Description

This is a z/OS port of IBM zDNN (v1.1.2), a C library providing hardware-accelerated neural network operations via the Neural Network Processing Assist (NNPA) facility on IBM z17 / LinuxONE 5. The upstream library targets Linux on Z (GCC) and z/OS (IBM XL C); this port adds clang support on z/OS. Tested on z15 (0 test failures); full NNPA validation pending z17 access.
