Maintenance: Drop dead permission names from the access token sample - #947

admin.channel_twitter and admin.setting_system do not exist as permissions. The Twitter permission went away with db/migrate/20250801110944_drop_twitter.rb, and the system settings permission is admin.system (db/seeds/permissions.rb:208).
