bump min version to 242 (first version in java 21)
refactor for platform api v2
setup verification for all IDEs from version 242 to current (253)
plugin verifier passes (note that if you plan to run the full verification it requires downloading 69 different IDEs, about 240gb) actually running the verifier does not take long once they are downloaded & cached though.
