fix(eve): follow background task chat turns

Summary

Background task wake-ups currently look like human messages to frontend clients, which can render framework text in chat, consume the wrong optimistic submission, and leave later task results unseen until another send. This keeps frontend stores attached after structured background-tool or subagent receipts, suppresses validated task-delivery prompts from the public message stream while preserving them for the model, and requires exact message equality before reconciling optimistic input. No public protocol shape changes or human-readable notification parsing are introduced.
