This commit adds Ruby 4.0 to the CI matrix. The Minitest and RSpec suites and the Standard linter pass locally on Ruby 4.0.7 with Rails 7.2, 8.0 and 8.1 and the Cuprite driver. The Playwright and Selenium drivers and Rails main did not run locally.

The Minitest suite, the RSpec suite and the Standard linter pass locally on Ruby 4.0.7 with Rails 7.2, 8.0 and 8.1 and the Cuprite driver. I did not run the Playwright and Selenium drivers or Rails
mainlocally.
