This PR introduces a few small changes to alara_output_processing.py for users to flexibly resolve the class of issues that we have been discussing surrounding the behavior of decay responses dominated by a single nuclide late in transition, such as that seen, for example, in the transition between the periods where the decay heat response in the irradiation of vanadium is dominated by 42Ar to 50V below:

The two solutions that have been discussed are to (a) apply the ALARADFrame.zero_long_decay_responses() method during the creation of an ADF or (b) to filter out all values below a certain numerical threshold of a response variable using ALARADFrame._filter_numerically(). This PR includes the necessary updates for a user to implement either, both, or neither of these approaches when producing/working with activation data in an ADF.
