Adds VTK 9.7.0 and makes it the default version. With +qt, 9.7 and later now build against Qt6 (qt-base plus qt-declarative), while older versions keep using Qt5. Also fixes a ~webkit check that would break on Qt6, and adds vtk +qt and vtk ~qt to the data-vis-sdk CI stack so Linux CI builds the new version.

Testing: the +qt, ~qt, +mpi and +python variants concretize. A local +qt build configured with Qt6 and compiled for about 13 minutes without errors, but a full build and install was not completed locally.

Overlaps with #3981 (adds 9.6 and 9.7.1 plus dependency bumps); this PR is limited to 9.7.0 and the Qt6 change.
