This PR simply updates sirius to be able to compile against updates in NVIDIA/cuCascade#192, so we can incrementally move to a more bolted down data management strategy.

This is intentionally narrowly scoped to ease the review process, and the subsequent independent pieces with be proposed separately.

Part 1 of many to move towards solving #1063 from the root of it.

Do not merge until NVIDIA/cuCascade#192 lands and this is rebased.
