No CI step compiled
go/until now, so a Go dependency bump could pass CI without being built (Dependabot's arrow-adbc and arrow-go bumps today were tested locally instead). The Linux leg of the build job now sets up Go fromgo/go.mod, runsgo vet,go buildandgo test -vagainst the library built in the same job with the SQLite ODBC driver, and fails if every test skipped itself.
