* This implements TAP 21 theupdateframework/taps#195 * Noteworthy is the custom pre-hashing-with-domain-prefix in TAP 21: ML-DSA does not support prehashing internally so a custom scheme is needed to prevent excessive payload sizes when KMSs and hardware keys are used * Currently this requires unstable aws-lc-rs features Signed-off-by: Jussi Kukkonen <jkukkonen@google.com>

I've tested this (using a throwaway tuf client example) with https://jku.github.io/pqc-test-repo2/metadata/: seems to work |

I'm leaving this a draft waiting for a stable aws-lc-rs (we may also want to wait for TAP-21 progress but we can assess that once aws-lc is ready to go).
