Add Goat Hunting plugin

Helper plugin for the Wyrmscraig Goat Hunting activity.

Features:

• Draws an overlay on the goat pit showing how many goats are in it and how many can fit.
• Pit overlay changes colors as the goat count increases.
• Prompts the user to replace the pit spikes when required.
• Highlights the spike pile and draws an arrow over it until it is interacted with.
• Highlights goats with outlines if they are within telegrab range and the user has the runes or gear to cast the spell.
