Base packages from all input repos are merged and only the latest version of each package is kept, both in the output and for depsolving. Modulemd packages are left out of this - they are searched by exact filename, and a modular rpm can have a different version than the non-modular one with the same name. Fixes py39 runner image to `ubuntu-24.04`, since `ubuntu-26.04` has no py39. Assisted by: Claude Opus 5 <noreply@anthropic.com>
