## Standing up a fresh box — `bootstrap.sh`

`bootstrap.sh` installs this pipeline on a machine that has nothing on it. It is
tracked here for the same reason `.claude/settings.json` is: an install path
that lives only as prose plus whatever one box happens to have is behaviour that
does not survive moving the FSM to another machine (#282). Standing up a second
box is what makes that gap concrete, so the install is a script, not a session.

`--assignee` (`PR_ASSIGNEE`) is the one value with no usable default; it is
prompted for on a TTY. `--help` lists the rest. Every step is **idempotent** — a
second run changes only what is not already right — and `--dry-run` is
load-bearing rather than a courtesy: it is the only way to rehearse an installer
whose entire job is mutation.

What it does, in order:

1. **Preflight** — refuses to run as root, and requires `curl`, `git`, `python3`
and `crontab`.
2. **nix**, single-user (`--no-daemon`), if `nix` is not already on PATH; then
`experimental-features = nix-command flakes` plus the two substituters in
`~/.config/nix/nix.conf`, appended only when the key is absent. Without the
experimental features **nothing** here runs: every cron line is a flake
command. A file that sets the key WITHOUT `nix-command flakes` stops the
script rather than being merged into, because guessing at someone's nix
config is how a box ends up half-configured.
3. **The `claude` CLI** (`curl -fsSL https://claude.ai/install.sh | bash`) into
`~/.local/bin`, which both runners already put on PATH. Skipped if present.
4. **The clone**, to `--install-dir` (default `$HOME/issue-pr-cron`). A
non-empty directory that is not an issue-pr-cron checkout is refused. The
branch is then asserted to have an **upstream**: `refresh-human-queue` exits
1 without one, and that is the tick that publishes `human-queue.json`,
`human-queue-history.jsonl` and `metrics/runs.jsonl` to `main` — the runners
only ever append.
5. **git identity and credentials** — `user.name` / `user.email` (the hourly
refresher COMMITS, and a commit with no identity fails), and
`credential.helper` = `!gh auth git-credential`, **unqualified**. A
path-qualified helper pins one copy of `gh` and every push fails the moment
that path moves. `gh auth setup-git` is not used: it writes per-host helper
lines this script would then have to reconcile on every re-run. An existing
value that differs is reported and left alone — the box's `~/.gitconfig` is
the human's.
6. **`cron.env`**, generated by rewriting `cron.env.example` line by line. An
existing `cron.env` is never overwritten.
7. **The two PreToolUse guards**, wired into `~/.claude/settings.json`.
8. **`DISABLED` and `review-DISABLED`** — written BEFORE the crontab, always.
9. **The crontab**, spliced as a `# BEGIN`/`# END issue-pr-cron (<dir>)` marker
block, so the box's other cron lines are untouched. Any unmanaged line
already naming this install dir's flake stops the run: splicing beside a
second schedule for the same pipeline doubles every tick. The `PATH=` prefix

The generator matches `^#?\s*KEY=` in the example and replaces that line; a key
it was given a value for that the example does **not** carry **aborts the run**.

knob the example never documented is a knob nothing in the repo reads. Keys with
no flag are left commented, so the runner's own defaults apply rather than being
frozen into a file.

Two assertions run against the generated text, not against the inputs, so no
later edit to the generator can slip past them: no `CRON_FORCE=` line (it would
force EVERY scheduled tick, silently and for ever — both runners exit 2 while it
is set, #245) and no retired `USAGE_SLACK_PCT=`.

**`USAGE_HEADROOM_PCT=0` is written to `cron.env`, and `cron.env.example` keeps

closed** (#273): with no credential it PAUSES, and both crons pause with it —

### `python3` is not optional, and its absence is silent

Both `hooks/*.sh` parse the hook payload with `python3` and `exit 0` — ALLOW —
when it yields nothing. Without `python3` the two guards are not missing, they
are **inert**: every tool call sails through a hook that reports success. That
is why it is a preflight requirement rather than a runtime dependency. (It is
also how this script edits `settings.json`, which is the part you would notice.)

### The third guard is left to you

`bootstrap.sh` wires the two SCRIPTS. `pr-review-report require-qa-block` is the
flake-built BINARY, and it needs a path that survives garbage collection:

to the same PreToolUse `Bash` matcher. A `nix build --print-out-paths` store
path is **not** GC-rooted — the hook would work until the next
`nix-collect-garbage` and then start failing every `gh pr create` on the box.
Installing it into a profile is a decision about this box's PATH, which is why
the script does not make it silently.

### Paused by default, and the cutover order

The pipeline is installed **PAUSED**: `DISABLED` and `review-DISABLED` are
written before the crontab is, so standing a box up is never the same act as
starting it. Resuming is a human `rm`, and the order matters — **two producers
over the same `ORGS` open DUPLICATE PRs for the same issues**, because the
producer's backlog is computed from GitHub and neither box can see the other's
in-flight work.

On the OLD box, FIRST:

### What moves, and what does not

- **FSM state is GitHub.** Labels, trusted comments, `reviewDecision` — there is
no separate local state, so there is nothing to migrate.
- **`runs/`, `review-runs/`, `runstate/` do not move.** They are local traces
bounded by `KEEP_RUNS`, and the new box starts its own.
- **`metrics/runs.jsonl` continues by itself.** The runners only APPEND to it;
the hourly `refresh-human-queue` tick stages it with the queue snapshot,
commits to `main` and pushes with a fetch/rebase-replay retry (see
[How the file reaches main](#how-the-file-reaches-main)). A fresh clone picks
up the published ledger and appends to it, so the token/landed-work history
continues rather than forking — provided step 4's upstream assertion holds.
