workflow_dispatch requires the workflow to be registered on the default branch; add the COPR dependencies workflow to main so the pinned dependency RPMs can be published to quadsdev/qiip. Identical to the copy on development, manual trigger only.

workflow_dispatchcan only target workflows registered on the default branch (main). The COPR dependencies workflow exists only ondevelopment, so the pinned dependency RPMs cannot be published via the workflow until then.This adds
.github/workflows/copr-deps.yml(identical to the copy ondevelopment, manualworkflow_dispatchonly, no triggers) tomainso the deps can be published toquadsdev/qiipbefore the first qiip/qiip-dev COPR builds. No releases or other workflows are affected.
