Adds the v0.20 changelog entry and sets the version to 0.20 in
GIT-VERSION-GEN, src/bin/pgcopydb/defaults.h, debian/changelog and the
debian source tarball name.

The changelog covers 21 merged pull requests. It lists the changes that alter
how a migration behaves or is operated: the pgoutput plugin and its default,
publication handling and privileges, the timeline change check, CDC file
pruning, the apply performance fix, float8 precision, the endpos and EPIPE
fixes, TIMELINE_HISTORY on managed services, the PostgreSQL 17 and 18 schema
dump, connection retries, resume re-driving indexes, TOAST-aware table
splitting, and four schema and filtering correctness fixes.

Checks

  • PGVERSION=18 make build: clean
  • PGVERSION=18 make tests/unit: pass
  • PGVERSION=18 make tests/pagila: pass
  • make lint-docs: clean
  • Binary reports the version from git describe; the 0.20 constant in
defaults.h is the fallback used when no git version is available

After merge

Tag v0.20.0 on main. The docker-publish workflow publishes
ghcr.io/planetscale/pgcopydb:0.20.0 and :latest from the tag.

Add the v0.20 changelog entry.

Set the version to 0.20 in GIT-VERSION-GEN, defaults.h, debian/changelog
and the debian source tarball name.
