A bug in sync_constraints.py was preventing uv upgrades. I've fixed it and run the upgrade, as well as fixed issues in repo_checks related to a new version of ghapi. There are likely more related issues in other scripts that use it, those will be tackled in another commit.

audit_gh_users, I'm unclear on how much it is used
