docs(adr): ISO 8601 timestamp conversion operator - #2111
Adds an ADR for ISO 8601 support in targeting rules, following the discussion on #1927, where there was consensus on a conversion operator and @toddbaert listed the points an ADR should cover.
The ADR proposes a to_timestamp custom operation that converts ISO 8601 dates and date-times to Unix timestamps (seconds), so rules can use the existing numeric operators and $flagd.timestamp. It addresses each point from the issue:
Dates and date-times: both are supported; a date means 00:00:00 in the evaluation timezone.
Timezone: an explicit offset in the input always wins. Inputs without one use the evaluation timezone, which can be overridden. The ADR proposes UTC as the default rather than the OS timezone, because rules are evaluated on many hosts (flagd and in-process providers), and an OS default would make the same rule switch at different times. This is left as Open Question 1.
Edge cases: leap seconds (23:59:60) and other invalid input return null. Ambiguous DST times use the earlier instant, and non-existent times shift forward, as in java.time.
Cross-runtime consistency: a deliberately narrow RFC 3339-aligned profile, with per-language notes on which parsers not to rely on (Date.parse, fromisoformat, ISO_* formatters).
It also covers schema and doc changes and a shared Gherkin test plan. Open questions are the default timezone, the operator name (to_timestamp vs to_unix), and whether durations should be a follow-up.
Specify a to_timestamp custom operation that converts ISO 8601 dates and
date-times to Unix timestamps, as agreed on open-feature#1927: accepted format
profile, evaluation timezone, DST handling, invalid input, cross-language
implementation notes and test plan.

- Around line 112-114: Update the Go and JavaScript guidance in the timestamp
conversion decision to require semantic calendar validation or a round-trip
check before constructing dates with time.Date or Date.UTC, so invalid dates
return null. Include invalid month and day cases such as 2026-02-30 in the
shared tests.
- Line 114: Update the JavaScript guidance in the Date.UTC conversion
description to account for its remapping of years 0000–0099 to 1900–1999.
Require a construction path that preserves the parsed four-digit year, or
explicitly specify and test that this year range is unsupported.
- Around line 83-84: Align the ISO8601 timestamp conversion input schema and
numeric passthrough so non-integer numbers cannot be returned unchanged: either
restrict accepted numeric inputs to integers or return null for decimals,
preserving the integer result contract.
- Line 84: Update the to_timestamp decision’s null-handling requirement to
specify that every evaluator treats null operands in numeric comparisons as
non-matching, so malformed timestamps cannot enable a flag; remove the
unsupported claim that null comparisons are inherently false.
- Line 82: Clarify the fractional-second truncation rule in the timestamp
conversion decision, specifying that the civil fractional component is dropped
before epoch conversion; add 1969-12-31T23:59:59.750Z to the shared tests with
an expected result of -1.
- Line 76: Clarify the ADR’s fractional-seconds rule by specifying how values
with more digits than the supported precision are handled, including whether
they are normalized or rejected. Add an overlong-fraction case to the shared
tests, keeping it consistent with the chosen rule.
- Around line 107-108: Update the invalid-input list in the test plan to say
“non-string, non-number values,” preserving the rule that numeric arguments pass
through unchanged rather than yielding null.

One design change in 882e769 worth calling out: to_timestamp now treats invalid input as an evaluation error instead of returning null. JSONLogic implementations, including the Go library flagd uses, convert null to 0 in numeric comparisons, so $flagd.timestamp >= to_timestamp(<bad input>) would have been true and enabled the flag. This differs from sem_ver and fractional, which return null. If you'd prefer to keep null for consistency, the alternative is to make the comparison operators treat a null operand as false. That's a bigger change across all evaluators, so I went with the error. Happy to switch if you'd rather.

than allowing normalization or acceptance.

Align the requirements with the invalid-input contract.

Align the requirements with the invalid-input contract.
Line 29 still requires invalid input to yield null, while the proposal and shared test expectations require an evaluation error and no match. This can cause implementations to follow the requirements section and reintroduce the null-to-zero comparison behavior that prompted the switch to evaluation errors. This is a separate ADR contract inconsistency from the earlier null-coercion finding.
