There are actually a lot of changes between 0.7 and 0.8 that should have been listed here, but I had to refer to the PRs for them.
ISO-8859 is not a good format for storing names, this often causes problems with non-English characters.
This did not list the people who currently work most on ODL, but did still describe Jonas and Holger as maintainers though they are now too busy with other projects.
