Auto tagger action is failing

• NooBaa Operator Version: VERSION
• Platform: Kubernetes 1.14.1 | minikube 1.1.1 | OpenShift 4.1 | other: specify

Actual behavior

Workflow cleans up (deletes head branch) at the end which causes the PR to close.

Expected behavior

1. Should wait on tests to start running (pulling) with a timeout (say 20m), once they do, if required tests are passing, commit the PR, if not, close the PR.

2. Change to weekly scheduling
