What does this Pull Request accomplish?
Add tzdata (Windows-only) and tzlocal to the
testdependency group.Why should this Pull Request be merged?
#136 fails on Windows because the time zone data is not installed by default.
I would like to start testing with tzlocal as well because https://github.com/ni/nidaqmx-python uses it.
