Builds the private Qt WebEngine third-party archives and headers separately so the full qt6-webengine package can depend on them instead of rebuilding the same vendored Chromium third-party objects in one CI job.
This is split out from the qt6-webengine work in #21914, where the full package currently hits GitHub Actions timeouts.
