[FR]: Enable mobius exporter in `optimize` cli command

Proposal Summary

optimize command provides boilerplate pass sequence for given scenario. It can use pt exporter, optimum exporter as an intermediate step to capture onnx graph. Please update the command to support mobius builder pass as well as a way to capture the onnx model.

Also should mobius be the default exporter choice ?
