Upgrades every actions/checkout step in shared GitHub Actions workflows from v4 to v7, covering Android kit regression/release, daily cron/Semgrep, data plan fetch, Dependabot rebase/automerge helpers, Jira integration, SDK release branch guard, security scans (Semgrep/mobsfscan), SonarCloud, and web kit test workflows.

This is a version-only change: checkout with: options (tokens, fetch-depth, submodules, fork/branch refs, multi-repo paths) are unchanged. Workflows that check out PR head repos (e.g. github.event.pull_request.head.repo.full_name) still use the same inputs; they will run on checkout v7’s stricter defaults where applicable.
