This updates the WASM-4 platform config to use the new Zeroed imported-memory contract from roc-lang/roc#9771, names the WASM-4 reserved-memory boundary instead of leaving the global base as a raw number, and removes the allocator startup memset that is no longer needed. It also lowers the default allocator arena to leave room for stack and static data, and updates/formats rocci-bird so it builds with the current Roc compiler.
