bug(mac): unexpected alert when starting Keyman Configuration #16442

Describe the bug

If the Keyman input method was in use before running Keyman Configuration, the user will see this alert:

This happens because the config app kills the input method at startup so that it can run it exclusively to make an API call to check whether accessibility permission has been granted. It does this to either prepare for a new installation (which would only happen once per install) or to check whether the installation needs repairs.

The check for repairs is currently happening every time the config app is opened, but it may need to be invoked on demand instead to avoid this behavior.

Reproduce the bug

  1. run the Keyman input method and type a few characters in a document
  2. run Keyman Configuration
  3. The following alert will appear: 'The application "Keyman.app" is not open anymore.'

    The best way to address this will probably be to first check and see if the input method is running, and, if it is, send a distributed notification instead of killing and invoking the input method.
