Temporary, do not merge. Exercises the libbpf/ci change that re-runs the denylisted tests after the main test_progs-bpf_gcc pass, to see which entries of DENYLIST.test_progs-bpf_gcc have started passing and can be dropped. That branch also carries the merged fixes that the v4 tag still predates, so this doubles as a way to run with a current run-vmtest. Only the gcc-bpf.yml pin is bumped; nothing else needs the re-run.

This adds a second pass to go over just the denylist entries to see if something improved and can be removed from denylist. Helps prune the denylist over time.
