ci: pin runners to ubuntu-24.04 - #1235

The ubuntu-latest label moves to Ubuntu 26 between 2026-10-19 and 2026-11-19 (actions/runner-images#14748). Pinning keeps the images these workflows are green on today; in particular the k0s-in-docker cluster in helm-app-deploy.yml does not come up on ubuntu-26.04.
