Adds a backline-head node, the backline-local service and --qpu mapping, device and user entries, a backline environment module and a script that creates the shared Backline venv. qfw-site-services gains an opt-in backline target; 'all' is unchanged except that stop also stops a running Backline QPM.

Deploys the Backline QPM from the openQSE/QFw Backline QPM PR on a new qec-backline-head node and exposes it to Slurm jobs as --qpu=backline-local.
Merge order and external references
docs/backline.mdbuilds the QFw override from openQSE/QFwmain, and the cluster clones openQSE/QFw-SLURM-Clustermain, so the setup only works once both are merged. Until then, use thebackline-qpmbranches of josephleekl/QFw and josephleekl/QFw-SLURM-Cluster.tools/install-backline-venv.shclones the demo from josephleekl/qri-backline (personal repo; there is no openQSE copy). Change the URL if the demo moves under openQSE (QRI_BACKLINE_DIRalready overrides the checkout path).
