fix: add Wave Shutter productId 131 (Shelly Qubino)

New hardware revision of the Shelly Qubino Wave Shutter reports manufacturerId 1120 / productType 3 / productId 131, which was not declared in the device configuration. No commands were created for it.

Reported by a user who identified the missing fingerprint themselves.
