Improve Anomaly performance on NAB in TM to match BacktrackingTM

As BackTM was removed, #95 #327 ,
its only advantage was performance on anomaly detection, from test NAB:

[BackTM] Outperforms the regular Temporal Memory on the Numenta Anomaly Benchmark (NAB) by ~5%. There are 3 scores for NAB, all of which have a maximum of 100.

BacktrackingTM: 70.1 	63.1 	74.3
RegularTM:	64.6 	58.8 	69.6

We should:

• improve TM and Anomaly to match that, see also Anomaly removal, cleanup #347
• be able to run NAB here in CI Numenta Anomaly Benchmark #205

The game is ON now. Our HTM is able to be ran as a part of the NAB now, there's an issue with our scores htm-community/NAB#15 but we should resolve that. Then all anomaly-related changes here should be tested on NAB with the goal of improving the performance.
