ci: restrict push triggers to master in multiarch, meson, and docs workflows

  • In multiarch.yml and meson_build_test.yml, scope on.push to branches: [master] and only cancel in-progress runs on pull_request. Because Copybara pushes internal presubmit CLs to same-repo test_<cl> branches and opens a PR, unfiltered on: [push, pull_request] caused all 29 jobs across both workflows to run twice in parallel under separate github.ref concurrency groups.
  • In docs_pages_workflow.yml, scope on.push to branches: [master] (matching the existing comment) so unmerged test_<cl> presubmit branches no longer rebuild and deploy docs to gh-pages.

Estimated savings: ~60,000 runner-minutes/month (~6,000 runner-minutes / 72h, or ~39% of repository GitHub Actions runner usage).
