Remove chi_min/max, D_e_min/max, V_e_min/max, and smoothing_width from TransportBase and component leaf models. These attributes are configured exclusively on CombinedTransportModel. Added logging warning when QLKNN is used without smoothing. PiperOrigin-RevId: 958271520
