Gdal 3-11 missing GIF, BIGGIF and GeoRaster drivers #232
Description
Having installed gdal using the gdal-3.11.3-1930-x64- core.msi installer, gdal is reporting that the GeoRaster driver was not registered due to gdal-GEOR.dll not being found, and neither was the GIF and BIGGIF drivers due to gdal_GIF.dll not being found.
I have checked via gdalinfo --formats and GIF, BIGGIF are not listed.

The missing dlls are present in the release-1930-x64- gdal-3.11-3-mapserver-8-4-0.zip but seem to have not been included in any of the gdal msi installers

The new "gdal" application is also missing from the core installer, but available in the mapserver installer.
I think GDAL.wxs needs to be updated to include the new utility.
