Summary

Adds real GitHub Copilot CLI install/discovery evidence to the Agent Plugins pilot without changing the skill behavior or skills.sh path.

CI now pins Node 22 and @github/copilot@1.0.83, registers the repository as a marketplace, browses it, installs github-build-or-reuse@github-build-or-reuse, and requires the plugin to appear in copilot plugin list.

Why marketplace-first

The planning Agent Plugin pilot in svg153/skills exposed an important current-client behavior: Copilot CLI 1.0.83 warns that direct repo/URL/path plugin installs are deprecated and future releases will support plugin@marketplace installs only.

This repository already generates a valid root marketplace.json, so the correct reuse is to verify that existing surface rather than introduce another install mechanism.

skills.sh safety

This does not move/rename the canonical skill or remove skills.sh.json. Existing Agent Skills and npx skills validation remain unchanged and run in the same workflow before the Copilot smoke test.

Security

  • actions/setup-node is full-SHA pinned;
  • Copilot CLI is pinned to 1.0.83;
  • no model prompt is executed;
  • no provider credential is introduced;
  • workflow permissions remain contents: read.

Traceability

Feedback from planning pilot: svg153/skills#41

Evidence boundary

Passing this PR means Copilot CLI marketplace install/discovery verified. It does not by itself prove behavioral runtime execution or a second distinct host.
