Summary

Moves behavioral ownership to the canonical upstream repository.

  • replaces legacy skill-local JSON eval fixtures with a top-level Waza suite;
  • protects research-before-build, evidence-based USE/CONTRIBUTE/FORK/BUILD decisions, explicit bypass, trivial-work boundary and unavailable-tool disclosure;
  • adds deterministic contract validation + waza spec verify on PRs;
  • pins Waza v0.38.6 by release checksum;
  • adds trusted manual/weekly model-backed execution using COPILOT_SDK_TOKEN when configured, with JSON/JUnit/transcript evidence;
  • documents the ownership boundary: this repo tests intrinsic product behavior; downstream catalogs should keep only integration/routing tests.

The runtime SKILL.md is unchanged, so this does not create a new product release by itself.
