Re-enables the optional ARM64 CI build and updates its compiler and machine configuration.

Changes:

• Runs the ARM job when inputs.build_arm is enabled.
• Replaces the GCC 12 matrix with GCC toolset 13 and MACHINE=linux_gcc_neoverse_n2.
• Uses make -j distclean before make -j all.
