Description

1. Mint token budget for the next quarter
2. Add tokens to the DAO's Drips account
   • Stream tokens via the Drip List💧
3. Distribute liquidity provider rewards via rewards.elimu.ai
   • Adjust the reward rate per second of each smart contract (if any changes).

Why?

Contributors get rewarded with $ELIMU tokens, so this issue helps ensure that a token budget is allocated at the beginning of each quarter.
