Adds two GitHub Actions workflows for the OpenAPI spec (
docs/static/spec/openapi/logstash-api.yaml):openapi-pr.yml— lints the spec on any PR that touches it, viaelastic/docs-actions/openapi/lint@v1. No secrets, fork-safe.openapi-publish.yml— lints then publishes the spec to S3 on push tomainor a version branch ([0-9]+.[0-9]+), viaelastic/docs-actions/openapi/upload@v1.Why
We want to store OAS in our bucket to render it with docs-builder in the future.
