DHIS2-18573
This PR introduces shared infrastructure for bulk action error handling and applies it across:
For partial successes, successfully processed records are removed from the selection, failed records remain selected, and the error modal stays open so the failures can be reviewed.
TEI deletion was removed. Will not be supported @eirikhaugstulen confirmed.
