* update llm to latest, v0.33 * allow newer llm in policies * remove openai pin, allowing v3.3.1 * allow newer openai in policies It is annoying to evade the cooldown policies like this, but CI was broken without pinning to a 2.x version of openai, and llm+openai are tightly coupled. We found one combination of the libraries which worked in CI, which unfortunately was newer than the cooldown period. TODO comment included.
