Slow installed-plugin calls could lose their tool reply when the evaluator closed MCP stdin immediately after writing its request. The client now completes initialization, keeps stdin open until the matching tool reply arrives, and then closes and drains the session within one bounded deadline.
Strict framing, response IDs, aggregate output limits, cancellation and descendant cleanup remain enforced. Historical studies and captures are unchanged; replay uses their archived evaluator.
Validation: 116 strict harness tests passed with zero skips on the exact committed source; 705 Rust tests and all five Linux/macOS/plugin CI checks passed. A private real Orbit host returned a 23.6-second call, and an actual Codex synthetic rehearsal returned a 9.8-second graph sync with valid replay and clean cleanup. An earlier 2.2-second rehearsal passed functionally but did not cover the long-call threshold; both outcomes are preserved in ORB-13802 artifacts. These are functional checks, not evidence of agent effectiveness.
