Issue 152 add chapters and events pagination

• Added pagination to the Event and Chapter list API endpoints
• Adding handling of the paginated responses in the respective hooks
• Added logic on the respective client components to store the current page as state, process as a URL param and correctly account for errors
• Added page buttons at the bottom of both pages that always show buttons to the first and last pages, the current page and its adjacent pages
