Fix malformed year in ai-metadata.json timestamps - #4230

The last_updated and build_time layouts used 2025 where Go's reference year 2006 belongs. Go reads that 2025 as day (2), zero-padded day (02), and seconds (5), so a build at 08:59:06 on October 16 rendered "16166-10-16T08:59:06-05:00". Both now render ISO 8601 dates.
